Following UN Secretary-General Decision on Durable Solutions in October 2011, the Global Cluster on Early Recovery (GCER) developed this Guide on Durable Solutions. It aims to help field-based practitioners in the development of a strategy for supporting durable solutions for IDPs and refugees returning to their country of origin. After a pilot testing phase in 2015 in Afghanistan, Cote d’Ivoire and Kyrgyzstan, the guide was reviewed in 2017 with lessons learned and feedback on its use.

JIPS contributed substantially, in particular to the chapter on data and evidence on internal displacement situations. The GCER also made the guide available in Spanish, and offers a range of additional materials on their website, including country illustrations and a Durable Solutions Handbook with a methodology for a bottom-up approach to durable solutions planning.
