“This guide aims to help law and policymakers address internal displacement in a planned and concerted manner through the development of national instruments, which can improve responses to IDPs’ needs and rights at both the national and
local level.” As main duty bearers when it comes to addressing internal displacement, the guide is first and foremost geared towards governments, including policymakers, relevant ministries, and members of parliament. Nevertheless, other actors who provide support in the process of preparing and drafting relevant laws and policies on internal displacement may also find it helpful.
JIPS contributed to the publication, in particular through its expertise on displacement profiling. The guide recommends profiling as one useful way of collecting and analysing data on displacement situations to inform above-mentioned processes.
