First published in 2007 and updated upon its 10th anniversary, UNHCR’s 10-Point Plan of Action provides a framework to respond to the protection needs of displaced persons in contexts of mixed movement. It offers practical examples showcasing ways of developing and implementing migration and border policies that reflect international human rights and refugee law.
