Understanding Internal Displacement in El Salvador: Agreeing on the Objectives & Methodology (Aug 2016)

In August 2016, JIPS went on mission to El Salvador to support a profiling exercise of the internal displacement situation in the country. Following a request from the Government of El Salvador and UNHCR, we agreed to provide technical support to the process that aims to produce a comprehensive picture of internal displacement caused by violence.

In collaboration with the Ministry of Justice and Public Security’s Directorate for Victims’ Assistance, we worked closely with various government institutions, UNHCR and other partners to jointly develop the objectives and methodology for the exercise.

During the two-week mission, different meetings and working sessions were held to gather inputs and discuss topics of interest for the profiling to cover. The mission culminated in two productive workshops bringing together representatives of government ministries and sectoral institutions to review the proposed methodology and identify information needs. The contextual knowledge and experience shared during the workshops was key to developing relevant tools for data collection and shaping a detailed operational plan as follow-up to the mission.

With implementation planned over the next 5-6 months, the profiling exercise aims to estimate the magnitude, provide population estimates and analyse the causes for displacement as well as the impact of internal displacement in the country. Additionally, the profiling seeks to understand the socio-demographic characteristics and living conditions of displaced populations and their host communities. Ultimately it will inform the design and implementation of institutional responses for assisting and protecting the rights of displaced populations.

We will continue to support partners with both technical and process-related advice as needed.
